We are seeking a highly skilled and proactive Procurement Manager to manage procurement activities across multiple cold storage warehouses in Europe. This role is critical in developing, rolling out and managing procurement strategies aligned with operational objectives and budgets while maintaining surety of supply, increasing service levels, ensuring compliance, driving costs down and maximizing value. The ideal candidate will serve as the key procurement interface within European operational management, the management of the cold storage warehouses and the global procurement team (processes and strategies) and of course the suppliers, contractors and service providers.

What will you do?

Project Procurement:

  • Act as the primary procurement liaison within European management, European cold storage warehouses, project teams, collaborating with Global Procurement, Legal and Finance.
  • Leading in the developing, align and manage the strategy in alignment with the stakeholders:

- Develop a thorough spend analysis, with categorization (and sub-categorization).

- Identify the stakeholders by category with the European leadership.

- Define the Kraljic model and the 5-Forces-Analysis per category.
- Define the critical success factors of each category and develop the category strategies for each spend category.
- Identify opportunities to leverage or strategically set the path per category.

  • Improve the procurement process:

- Develop a strategy to introduce procurement processes in steps (from basic to advanced) for European operations in alignment with the Global Head of Procurement and key functional stakeholders (e.g. legal and finance).
- Develop per step the procurement process for European Operations.
- Train the site representatives (identified with the European leadership) to align with the designed procurement process.
- Roll-Out the procurement process step by step for implementation.

  • Manage the procurement activities in line with the Global Procurement Processes:

- Manage that all Non-Disclosure Agreements (NDA's) are signed

- Collect information (e.g. statement of work, schedule, annexes) for the Request for Proposal (RFP)

- Manage issuance of the RFX (RFI/RFP/RFQ) via the NewCold Document Management System (AutoDesk Construction Cloud).

- Ensure that Proposals are issued in time and notify the stakeholders.

- Facilitate the bid clarification meetings with the relevant stakeholders (technical and commercial)

- Cooperate with Global Procurement Category Manager for the key suppliers/contractors.

  • Manage and expedite the inputs from the stakeholders to develop the contracts (e.g. project related Annexes, technical related Annexes, insurance Annexes, etc.).
  • Organize and lead regular procurement meetings to track progress, identify risks, and drive action plans.

Lead the selection process:

  • Align contractor selection with the identified functional team (identified and aligned with the European management team) and related to global categories in coordination with the Global Procurement Category Manager, ensuring overall company interests are followed.
  • Lead the contract negotiations and contract execution for the non-global categories.
  • Support the Global Procurement Category Manager with the contract negotiations and contract execution for the Global Categories.
  • Develop contracts (terms & conditions, pricing, discounts, delivery terms, service-levels, payment terms, insurances, etc.) with the European suppliers, based on spend and criticality.

Supplier & Stakeholder Management:

  • Set up a supplier performance measurement process for key suppliers against KPIs such as quality, schedule adherence, and responsiveness.

Act on non-performance of suppliers/contractors:

  • Identify procurement-related risks and develop mitigation strategies.
  • Guide the escalation process related to suppliers/contractors. Coordinate (inform, cooperate or handover) the escalations Global Category Managers in case of escalations to the global key suppliers/contractors to achieve the best result.
  • Drive clear communications and expectations promptly to the suppliers/contractors to improve the delivery with clear actions, owners and due dates.
  • Maintain comprehensive procurement documentation in line with project filing protocols.
  • Support claim management processes for material contractual defaults by the supplier/contractor (delays, non-conformities, or disputes).

Reporting & Transparency:

Provide visibility into procurement performance (savings, value, contracts developed, escalations open ad closed) to European Leadership and Global Procurement.

Who are we looking for?

We are looking for a procurement professional with a great sense of interpersonal skills and a "think yes" mentality. As part of the NewCold community you are able to build strong relationships with internal and external stakeholders and play an active role in the further development of the procurement function within the NewCold organization.

  • Bachelor or Master Degree in Supply Chain Management, Business Administration, Economics, Engineering, or equivalent.
  • 2 - 5 years relevant experience in Procurement Management, preferably in an operational environment;
  • Strong knowledge of contract law, tendering processes, and supplier management is a must.
  • Excellent negotiation, communication, and stakeholder engagement skills.
  • Proven experience in working in an international project organization.
  • Familiarity with warehouses and/or operational environment is very important
  • Knowledge of Procurement Processes, Contract development (commercial and legal)
  • Technical affinity
  • Certified or actively seeking certification in CIPS/NEVI or equivalent.
  • Familiarity with project management methodologies (e.g., PMI, PRINCE2)
  • Highly proficient in English, any other European language is a plus
